Most often it is Remove Duplicates, which is on by default and strips repeat numbers from the send.

You can switch it off if you really need to message the same number more than once, but it is not recommended. Some operators fail duplicate traffic, so you pay for messages that never arrive.

Check the Processed File count against the Uploaded Files count in the Uploaded Files report before assuming something is broken.
