An SMPP server listens for incoming TCP connections, authenticates each bind request against issued system_id/password credentials, and then accepts submit_sm PDUs from that connection, queues and routes them onward (typically through its own upstream SMPP client), and returns delivery receipts and inbound messages back down as deliver_sm.
