Split Campaign Manager feature can be used for Bulk Files and specially when you want to send your campaign in batches.
E.g. You have 10 lakhs numbers file and rather than splitting and uploading in the span of every 30 mins just upload all 10 lakhs numbers in a single file on the user interface panel and enable Split Campaign Manager. Here you can specify batch size like 1 lakh and the delivery interval when you want to send out every batch like 30 minutes, 1hour and so on.
